This past week, CSC members gathered in Yerevan to discuss topical international and regional security issues and the main outcomes of CSTO operations; Dushanbe hosted a meeting of the Council of Heads of Financial Intelligence Units of CIS countries; Tajikistan signed agreements and memoranda worth more than 600 million Euros with German and European companies; At the People's Kurultai, Sadyr Japarov stated that Kyrgyzstan and Tajikistan had reached a preliminary agreement on the border; and during a telephone conversation, Emomali Rahmon and French President Emmanuel Macron discussed the situation in Afghanistan.

President Emomali Rahmon traveled to the Armenian capital for a planned session of the CSTO Collective Security Council (Asia Plus, CSTO). The Heads of State held detailed discussions on the state and prospects of development of international and regional security, its impact on the security of CSTO member states, and summarized the work of the Organization during the inter-sessional period. Stanislav Zas noted that the situation along the entire perimeter of the borders of CSTO member states is very tense. He stressed that the main aim of the CSTO in the current circumstances remains to ensure the security of the CSTO member states. The CSC, therefore, considered the issue of joint assistance to the Republic of Armenia. Other issues addressed by the Collective Security Council included:
- Imangali Nurgaliyevich Tasmagambetov of the Republic of Kazakhstan was appointed Secretary General of the CSTO for the next three-year term.
- Denis Manturov, Minister of Industry and Trade of the Russian Federation, was appointed the new Chairman of the CSTO Interstate Commission for Military-Economic Cooperation for a three-year term.
- An agreement was signed on a major decision to equip the CSTO peacekeeping forces with modern weapons, military, and special equipment. A decision was also taken to jointly establish radiation, chemical, and biological defense and medical support facilities.
- CSC signed a decree to make the "Mercenary" complex of operational and preventive measures a permanent regional anti-terrorist operation.
The next session of the CSTO will take place in Minsk in 2023.
On November 24, the 21st meeting of the Council of Heads of Financial Intelligence Units of the Commonwealth of Independent States was held in the capital of Tajikistan (EADaily, CIS Executive Committee). The meeting was attended by financial intelligence representatives from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. The participants discussed the 10-year results of the work of the CIS Council of Financial Intelligence Units' Heads, heard a report on activities of the International Training and Methodological Centre for Financial Monitoring as the basic organization of the Commonwealth member states for anti-money laundering and combating the financing of terrorism, and discussed the draft work plan for the next year of the Council. The Council will meet again in spring 2023, during the next Plenary Week events of the Eurasian Group on Combating Money Laundering and Terrorist Financing.
On November 21-25, a Tajik delegation led by First Deputy Prime Minister Davlatali Said visited the cities of Berlin, Hamburg and Lübeck to hold intergovernmental talks and participate in a Tajik-German business forum (Avesta, Asia Plus). Davlatali Said met with Michael Harms, Executive Director of the Eastern Committee of the German Economy, to review the current state and prospects of cooperation. In Berlin, roundtables were held on Tajikistan's mineral resources and inter-bank cooperation. Following the business forum, the Tajik side signed agreements and memoranda worth more than 600 million Euros with German and European companies on cooperation in the field of industry, minerals processing, and introduction of modern technologies to create new production enterprises. In order to expand cooperation in the trade and economic sector, and attract German capital, the sides agreed to hold the next Tajik-German forum in the first half of 2023.
On November 25-26, Kyrgyz President Sadyr Japarov said that Kyrgyzstan and Tajikistan have reached a preliminary agreement on the border (Radio Ozodi, Sputnik): "We reached a preliminary agreement with Tajikistan… Our main goal is to solve all the border problems that have passed from one authority to another, without leaving them to the next generation, no matter what the difficulties. We have now fully embarked on solving the border issues with neighboring Tajikistan and are working hard to complete them as soon as possible”. The Tajik Ministry of Foreign Affairs reported that during a meeting from 10 to 15 October, the sides exchanged views on the remaining sections of the Tajik-Kyrgyz state border and agreed to continue discussions at the next meeting to be held in Kyrgyzstan. The date and place of the next meeting were not announced.
On November 27, Tajik President Emomali Rahmon held a telephone conversation with French President Emmanuel Macron (EADaily, Avesta). Rahmon expressed satisfaction with the dynamic development of bilateral Tajik-French relations over the 30 years of diplomatic relations. During the conversation, the two sides focused on topical issues of the international and regional agenda, in particular, ensuring regional security and jointly counteracting modern threats and challenges - terrorism, extremism, drug trafficking, and other forms of trans-border organized crime. The two sides exchanged detailed views on the military-political and socio-economic situation and prospects for development in Afghanistan. The Presidents expressed the need to promote the process of transition to peace and stability in Afghanistan as an important condition for the security of the region.
