This past week, the media covered how Xi Jinping's re-election would affect Tajikistan and the entire region, Tajikistan celebrated the 28th anniversary of the adoption of its constitution, Dushanbe hosted a meeting of a group of experts from CIS border guard agencies, Tajik parliament passed Rustam Emomali's bill on patriotism, while the President of Tajikistan raised the issue of climate change claiming it should be the focus of international attention, and a court in Dushanbe sentences a Pamiri leader to 16 years in prison.

On October 23, the 20th National Congress of the Chinese Communist Party ended with the change of almost the entire Politburo Standing Committee (Radio Ozodi). China's principal political body was exclusively at the disposal of Xi Jinping's nominees - he was the first in fifty years to assume, for the third time in a row, the post of Secretary General and President of the Republic. Upon his re-election, Xi Jinping set several strategic objectives aimed at building socialism, modernizing the military, and renewing the Chinese nation. Although Xi never mentioned any foreign country in his speech, experts believe that under his leadership, China's influence in Central Asia will grow steadily. In Central Asia, according to Tajik political scientist Parviz Mullajonov, Beijing will try to gradually fill the vacuum left by Russia and assume the role of arbiter in many issues in which it did not intervene before. In addition, in January 2022, during a meeting with Central Asian leaders, Xi said he planned to increase China's trade with the region to $70 billion. According to Bishkek political scientist Nargiza Muratalieva, when it comes to Xi's future policy toward Central Asia, China will not be a passive observer in the neighboring Central Asian region. She also noted that Xi's third term provides additional inspiration to the countries of the region that power can be unlimited in term and the constitution flexible and subject to change in the interest of the ruling regime. Tajik President Emomali Rahmon is still officially in favor of expanding security cooperation with China, especially in light of threats from Afghanistan. In addition, following the last SCO summit in Samarkand, the president's press service announced the intention of the Tajik side to involve China in a number of major investment projects. Official Dushanbe calls Beijing a reliable partner and willingly involves it in various projects. Independent analysts and critics characterize Beijing's policy as an economic expansion that turns Tajikistan into a raw materials appendage for China.
Tajikistan celebrated a public holiday, Constitution Day, which was adopted on 6 November 1994 (Big Asia, Tajikistan 24). President Emomali Rahmon congratulated citizens on the occasion:
"This sacred document, i.e. the constitution, is in reality the expression of the will of the people of Tajikistan, for the people actively participated in its discussion with valuable suggestions and requests and adopted it with an absolute majority of their votes. In this regard, I would like to recall that human and civil rights and freedoms occupy a central place in the constitution. This issue is included in 34 articles or one-third of the constitution".
He recalled that 28 years ago the people of Tajikistan chose by their will to build a democratic, secular and social state based on rule of law, which was enshrined in the constitution. At the same time, the president noted the unstable and rapidly changing situation in the world, which "prompts us to be ever vigilant, to defend the independence and freedom of the country and people, to ensure the supremacy of the state constitution and laws...".
Meanwhile, the capital of Tajikistan hosted the 85th meeting of a working group of experts from the border guard agencies of the CIS member states to finalize and agree on draft documents to be submitted to the Council of Border Guard Commanders (CBFCC) for consideration (EADaily). The event was attended by representatives from Armenia, Belarus, Kazakhstan, Russia, Tajikistan, Uzbekistan, the Coordination Service of the Council of Border Guard Commanders, and the CIS Executive Committee. At the regular meeting of the Council, the representatives of the border guard agencies analyzed the situation at the CIS external borders and its development trends in 2023, discussed the results of activities in 2022, progress in the implementation of the 2021-2025 Program of Cooperation for Strengthening Border Security at the External Borders, etc. In addition, Dushanbe hosted a meeting of the Coordinating Council on Science and Education and a roundtable titled "Commonwealth Border Security is Strong: Status and Prospects for Development".
The bill "On upbringing patriotism of citizens" was passed by deputies of the Tajik parliament (Sputnik). It was prepared and proposed by Rustam Emomali, chairman of the National Council. The politician called the adoption of this law a necessity of the time. Especially in conditions of dangerous manifestations of modernity, including terrorism, extremism, and other international crimes that concern humanity, including religious fanaticism and xenophobia. His claim is that this law will create new opportunities for the formation of a legal and regulatory framework for patriotic education, cultural, spiritual, political, and legal education of citizens, and reduction of crime in society, especially among teenagers and young people.
On November 7, the President of Tajikistan indicated that the acute issue of climate change should be in the spotlight of the international community (Sputnik). Climate change affects the economic, social, and environmental processes of countries in different parts of the world as Rahmon stated on the sidelines of the 27th Conference of the Parties to the UN Convention on Climate Change. He said that the main indicator of this phenomenon could be the intense melting of glaciers and that the ongoing similar process in the republic is a vivid confirmation of this. Rahmon noted that this sensitive issue should be at the center of attention of the international community, especially political leaders. He stressed that the rapid melting of glaciers, which are the main source of fresh water, can have negative consequences, especially against the backdrop of increasing water consumption due to population growth and economic development. In this context, Tajikistan has made a proposal to declare 2025 the International Year for the Protection of Glaciers, and to create a fund for the conservation of glaciers.
In other domestic news, a court in Dushanbe sentenced one of the leaders of the Pamir diaspora in Moscow, Oraz Vazirbekov, to 16 years in prison (Mediazona, Current Time, Fergana Agency). The civil activist was found guilty of extremism and calls to overthrow the constitutional government via the Internet. He was also accused of embezzling charitable funds that Badakhshan migrants sent to their families. Oraz Vazirbekov, along with his brother Ramzi, was abducted on July 29 at Domodedovo Airport, where they had flown from Yekaterinburg. The brothers had Russian citizenship and in recent years have permanently resided in Russia. According to journalist Anora Sakorova, they were “principled opponents of the Rahmon regime and openly criticized the gross violations of human rights in Tajikistan”. “The disappearance of the activists was a continuation of the policy of repression against ethnic Pamiris and is directly related to the visit of Russian Prosecutor General Igor Krasnov to Tajikistan on July 25,” the journalist noted.
